Setup Assistance? Anyone?

I am NOT an IT guy. I know just enough to be dangerous. LOL.
- I have set up TP to my desktop computer at home.
- I've installed Tailscale on my laptop and added BOTH the laptop and the TP.
- I've run the command on the TP to discover the IP address. Internet connection is wired, Frontier is my carrier.
- Set up a password and login for the IP remote connection.
- When laptop is on same network, of course, they connect instantly when I log in.
- Go down the street to another network and I get an error, "Your Internet access is blocked
Firewall or antivirus software may have blocked the connection.

Running Windows Network Diagnostics" - Anti virus has been disabled on laptop.
Can someone please help??????
