TinyPilot Voyager Non-PoE - Doesnt Appear on Network

Hello recently I purchased a TinyPilot Voyager 2a Non-PoE.

I setup the device as the instructions on the website. (One ethernet cable to my router, Power using the wall adapter, HDMI to the target computer and data connection to the target computer as well)
The device powers on with a steady red light for power and a blinking green light for disk activity. I also see ethernet link lights on the ethernet ports on the device and the router (Steady on the TP and blinking on the router)

I cannot get the TP to get an IP address and hence cannot access the web interface, I have changed ethernet ports, cables and did verify that ethernet normally works on other devices.

Any suggestions on how I can troubleshoot this?
