Change video input issue

    I recently have been having video reliability issues using the USB HDMI device from the hobby kit, so I decided to buy the Toshiba T358743 HDMI capture chip used from the voyager. How to I get the pi to use this new device as even when it is plugged in it says "No Signal".

        Upon further inspection I am realizing my Windows PC is not recognizing that a display has even been connected. There is clearly power being received by the HDMI to CSI device. Any way to get this device to show as a display?
